Xiaonan (Shawn) Cao

Senior Education Specialist, East Asia & the Pacific Region The World Bank

Dr. Cao has broad knowledge and international experience in education, organizational learning, knowledge management, e-learning and professional development from both the private and public sectors. Prior to joining the Education Team at the World Bank Institute, he was a Global Knowledge and Learning Manager at Cap Gemini Ernst & Young – a management and IT consulting firm with more than 50,000 employees world-wide where he co-developed and executed global knowledge and learning systems to support consultant performance. Before that, he co-established an Education Knowledge Management System for the World Bank and consulted knowledge and education projects in Asia, Europe and the Caribbean.


Dr. Cao began his career as an officer at the Ministry of Education in China coordinating national faculty development programs. Later, he became the Deputy Division-Chief of Higher Education at the Ministry and the Assistant Director of the National Foundation for Outstanding Faculty in China.In his academic capacity, Cao was a Teaching and Research Fellow at the Harvard Institute for International Development and at the Harvard Graduate School of Education. He has published articles, book chapters, country reports, book reviews and has presented at major international conferences.


Cao received his B.Sc. in Nuclear Physics from the University of Science and Technology of China, a M.A. in Higher and Further Education from the University of London, and an Ed.D. in Administration, Planning and Social Policy from Harvard University.
